Update: @sstruble clarified that what's going on in procurement.md
is actually deliberate:
Some of the Key Recommendations are combined/edited for brevity where they appear at the top of the module, while they are left in more complete / more verbose form where they appear in context in the body of the text. Susy had actually pointed this out in her log message for commit 55c43f3943257e, too; I didn't fully understand that when I first read the log message, but I do now.
Revised summary of recommendations. Key recommendations with examples where possible are at the start of every module. Recommendations are still woven throughout text, categorized by key (again, which are also in the summary, although sometimes edited and combined for brevity) or just as recs.
