Enable Country Specific User Roles configuration.

Bangladesh needs a role "Camp Focal Point"

The role is between SP Focal Point and GBV Coordination (Country Admin & IA GBV Coordinator)

• The role is responsible for reviewing of new SP Staff & Focal Point
• The role is responsible for reviewing of newly added services and updated services as made by the SP staff & SP focal point

We should talk about this one sooner than later, and bring in QED42 if possible as they'll have to maintain whatever we do here!

It's clear what is wanted, probably best way to implement is https://www.drupal.org/project/domain_role but it'll be one more place country-specific idosyncraties are dealt with.

Though not a current priority, I am flagging this as the app will require the ability to add new roles and select what permissions the roles should have. This might have some impact on the service approval/ review process flow.. @sghosh9
