Add Children Component #29

previous class shouldn't be greater than the class one is being enrolled in.

Date of birth should be value that makes sense to enroll date

@shimanyi comparing class being enrolled and the previous class poses an issue because they are of two different types. I have therefore closed the issue. However, not it's a loose validation
