Add capability to upload a photo to a users profile during user create and edit
Acceptance Criteria
Given that I am a NECOC DMS ADMIN When creating or editing a user Then I will be able to upload a profile photo of the user
Given that I am a NECOC DMS ADMIN or User When I navigate to the user profile page Then I will see the profile photo displayed alongside the details of the user
Narrative As a NECOC DMS ADMIN I want to each user profile to have a photo So that it is easier to identify the volunteers on the ground.
