Neo time zone formatting with more supported styles #5150

This is my accomplishment on the first half of ZRH-SFO. Still more to do but I want to start running CI. This is also a decent stopping point artifact to check in.

Added a few more commits; this now supports date/time/zone formatting with a static glue pattern. I will add the real glue pattern in another PR.
