Add omitted notes to 2024-04-29 meeting notes #779

I didn't have time to update our meeting notes immediately after the meeting, but there was important discussion that wasn't captured since I was speaking & taking notes at the same time. Written to the best of my memory of the salient points.

Merging for now since I don't hear any other changes requested to the notes.

If you remember anything else to add to the notes that didn't get captured, lmk. I already had a vague & fleeting recollection of something else, but I've already forgotten.
