Update design docs and their status #791

This PR updates the status of various design docs and otherwise fixes minor issues (mainly that the title wasn't set). It also adds notes to non-standard docs kept for historical purposes.

@eemeli I will get to the #616 changes probably tomorrow.

Note that design status is now in the wiki (less current proposals in PR, which I will add, probably tomorrow) as well as the upcoming meeting notes doc.
