Mark says that we need not keep the internal input files in paths that have version numbers (or dev for the next version). That means that we can/should move such files out.

This is still an issue as of #397, the biggest problem being that I still have no idea what to do about emojiOrdering.txt: the generated version adds some sequences but not all of them and must be merged back into the tools one.
