Unicode 16 regenerated security files

• ran the generator and reverted files with only timestamp changes
• 4 ID_Status=Restricted characters get a second reason (ID_Type) for being Restricted; I did not try to figure out why
• I believe that the confusables changes are gratuitous, due to the usual generator flakiness
• note that the files in the "data" sub-folder are either inputs or logs, and not published outside this repo
