CI to automatically attach releases from Linux OS

What does this PR do?

In this PR, I updated the build.yml files (for Linux Platform) using github actions. The build.yml file is located in in https://github.com/marameref/unicorn/actions

Test Plan

Tested with github actions using a PR trigger
