Updated the S3 store state mocking response to include the terraform_version flag.
Addresses SPEC failures seen due to the updated version checking for 11996ed TF 0.12 support
Updated ruby to version 2.5.5
Updated covalence version to 0.9.0 for TF 0.12 support.
Installing bundler version used in gemlock.
Updated yard.
