test vesting module #3

setup a testing environment for the vesting module on a live chain as it will also need to access hedgehog

Test should:

[ ] determine that vesting data is being pulled from hedgehog
[ ] vesting data is being properly stored in memory
[ ] on restart of the vesting data is properly added to memory again
[ ] add vesting data through this module to hedgehog
[ ] check that added data is accurate
[ ] attempt to send tokens to assure vesting is working as intended
