Upgrade dependencies, fix misc. issues and expose more utility functions #869

expose hashString and debounce utility functions
upgrade dotenv and perfect-scrollbar
actually load the localeCompare polyfill
fix minor bugs and typos

Note that cssesc is stuck to v0.1.0 as v1.0.0 only supports Node.js v4 and cannot run in the browser. Moreover, postcss-loader and a couple of PostCSS plugins are stuck as well because postcss-cssnext doesn't yet support PostCSS v6.
