A short term solution has been implemented that makes use of in page tabs and the vertical timeline content templates.
Main benefits are:

Google Analytics can track event data on each year tab including exit links, download tracking and video views
Is mobile responsive
Editors can update and manage content without any technical skills required
Users can easily navigate between years and engage with content
