Multi-python testing via tox #502

Supports tox environments for python3.7 to 3.11 (tox -e python37, etc)
By default tests all python versison (3.7-3.11)
Also provides a pure coverage environment to run and see coverage (tox -e coverage)

coverage: 99.203%. remained the same when pulling df344910bb729471affb0d52aff063b82800a39b on terjekv:multi-python-testing-via-tox into f79624ce92ea33d9a4696645c5728ce2a7d7b236 on unioslo:master.

Force pushing to rebase instead of having a merge commit.

This will be superseded by #492 if that gets merged.
