Use GitHub actions to build container images and run all the tests #162

Note that this PR will break rpm building. After this PR is merged, the project will no longer produce rpm files.

If you still want to build rpm files, check out the 2.7.9 tag and build locally by using the scripts in the rpm folder.

:exclamation: :nerd_face: When merging this, please squash commit, as the commit history is quite messy.
