Appropriate Error Message for Chemical Structure search #205

whenever ChEBI is down, the chemical structure remains unresponsive and shows a blank page. we need to show an error message to inform a user that the server is not responding at the moment.

it seems the EBI global server error 500 kicks in to show an error message inside the iframe after a very long time of unresponsiveness of the enzyme portal page.
