Permissions to Add Labels to issues. #4

Just a quick one. I don't think users automatically have the relevant permissions to add labels to their issues. I haven't been able to add any to the other issue I just opened, or to this one as I normally would on the regular UD issues page.

@AdeDoyle I just checked and you're right, users don't have the permissions to add labels to their issues, since it's only given to users that have the Triage role (as explained here). I'm also not allowed to add any labels when creating an issue on the regular UD issues page. I think it's for the same reason. If anyone knows how to add this permission to users, please let me know. Otherwise, we will add the labels to the issues when they are opened.

If I'm not mistaken, anyone who starts a treebank with UD gets the Triage role required to add labels to issues on the main UD issues page. So, I'm surprised you can't add them there if you currently contribute to any treebank. I'm able to add labels myself over there, just not here.

Perhaps this issues page could mimic the permissions given over there somehow?

Until such time as something changes with permissions, please feel free to add any labels you feel are appropriate to this, and the other issue I have currently open here.
