Can you provide any solution for me to solve the issues

The procedure is generally correct. It is not clear why there was "Nothing to be done for all" in res-speech-unimrcp and app-unimrcp directories. Perhaps this was not a clean run and you had already built them before.

root@asterisk_server:/usr/local/src/asterisk-unimrcp-asterisk-unimrcp-1.5.1# make Making all in res-speech-unimrcp make[1]: Entering directory '/usr/local/src/asterisk-unimrcp-asterisk-unimrcp-1.5.1/res-speech-unimrcp' make[1]: Nothing to be done for 'all'.

As for the error itself, something went wrong with libtool. What Linux distribution is this? What are the versions of libtool and gcc?

I'm using Ubuntu 18.04 LTS.

Then the question is how you installed UniMRCP. Note that UniMRCP binary packages are currently available for Ubuntu 16.04 but not 18.04. You may need to install UniMRCP from source.
