Make a Quantum Open Source resource guide for maintainers #6

Summary 🧾

The Unitary Fund community is home to not only contributors to open source projects, but maintainers too! There are a lot of tasks/tools/features and work that goes into sustainably maintaining open source projects. Many of our maintainers come from non-computer science backgrounds, and thus sometimes are not aware of all the tools they can leverage to make their lives easier.

This idea is to pull together lots of different resources aimed specifically for maintainers, not just OSS contribution more generally to help the community setup and maintain healthy projects.

Examples 🌈

There are lots of general OSS guides for maintainers out there like an awesome list, Github sponsored opensource.org's guide but often these are aimed at either much bigger projects or very different userbases.

I think there is room to make a GitHub repo with content from these broader sources, curated to the needs of quantum open source maintainers. This could also contain short videos (think 5ish min) talking about broad topics like testing, documentation generation, or GitHub settings to help motivate folks to look into the details.

Motivation 🔦

I personally had to learn a lot of this myself and while there are resources out there. It was not clear to me I was already doing what a maintainer would do, so I didn't know to look for them. I have had many similar conversations with other quantum maintainers who all said a resource like this should exsist.
