Add content in "Contact" section of Metriq #135

Right now we just have a placeholder for the "Contact" page of Metriq: http://18.190.41.255/Contact

Not that this needs to guide what we do here, but PWC does not have a contact page (from what I can see): https://paperswithcode.com/

I'm wondering if the "About" page covers us here for the content that would otherwise be present in "Contact". I'm thinking any of the content there would be fairly minimal and the page would be concise enough to consider removing. I'm in favor of simplifying but would want to get your take, @WrathfulSpatula. Any thoughts on either removing the "Contact" tab or filling it out with something other than a filler page?

I'm perfectly happy to remove it, if "Contact" serves the purpose. The page should be deleted, the links removed from the navbars, and the route taken out of the React Router.
