Submission page user guidance

Based on some of the submission party experiences, some docs/instructions on the submission page (in conjunction with some of the other issues filed recently) can greatly improve the submission experience.

Mainly the things I would think to clarify are:

• Who can submit benchmarks (anyone or just the authors/creators?)
• Do the title/abstract/tags have to be uniquely generated or can they just be the same as the publication/repo?
• The review process/community guidelines for submissions
