@willzeng We have defined 5 top level tasks. This set of 5 cannot be added to, by members. However, if a task had no parent, it would be a top level task, by definition. Does that make sense?
Ah so this would be under Hardware then as a top level?
Maybe would be helpful to make the very top level ones standout in the list

This has come up at least twice, so, I agree, that perhaps we should highlight the top level tasks in the drop-down. We'll track progress in this ticket.
+1 on having top level categories stand out. See also #411.
You might notice, top-level categories already get their own item group, so we can close this, now.
I'm trying to create a new task on a submission:
The parent task defaults to a dropdown list that doesn't include a "no parent" option.
One should be able to have no parent when creating a new task.
Let me know if I'm missing something about how this should work. @WrathfulSpatula
