Add guidelines/info #3

This PR adds details for both hackers and maintainers, to set expectations for the event. The info page will be used in communications with the maintainers. In addition, a Code of Conduct is added.

@nathanshammah @beecastanon I'm going to merge this now just so it's live, but please provide comments on the pages/info.md file if you have any.
