Combine 'Related bills' with 'Similar bills' tables. Display the relevant columns for each

@kapphire Let's discuss how to do this. To start, review how the data for each tab gets created and propose the columns and tabs that we will include in the combined table.

As a specific example, 116hr1500 related bills has 6 bills. These are generated from the 'related bills' metadata, combined with the 'similar titles' script:

The similar bills tab finds 92 bills, many of which are also in the related bills. We would like to combine the bills into one table where (a) bills in the 'related bills' table have priority, (b) where there are bills in both tables, we combine their data in one row.

For example, both 116hr1500 (the 'identical' bill) and 116hr4664 are found in both tables. 116hr4664 has a lower score in the 'similar bills' table, but should be boosted, because it is also in the 'related' bills table:

When a bill is in the 'similar bills' data set, a 'reason' should be added to the list 'similarity match'. So the 'Reason' column for 116hr4664 would now read 'related, similarity match'. Bills that are in the 'related bills', but not the 'similar bills' list would not have data for Detail, Score, Sections Matched or Best match section.

I am not sure if we want to keep the Sponsor/Shared Cosponsors column. For v1 of the combined table, I suggest removing these columns so that we don't have to get the data for the 'similar bills'

Each bills.Bill item has the fields Es similar bills dict and Related dict. The data we need combines these two fields. For example, for 116hr1500:

Further explanation of the requirement above to add section match to the reason column:

The related_bills_dict has a 'reason' field, but the similar_bills_dict does not. So when an item is in the similar_bills_dict, we want to add 'section match' to the combined dict's reason field.

Since reason is a string, we will do it as a string join with any existing value. So reason: '"" will become reason: "section match", while reason: "identical" will become reason: "identical, section match" Items that are not in the similar_bills_dict will not have "section_match" in the reason field of the combined dict.
