That was a file produced by GovTrack (me), from the data in this repository. The same information (but in a different format) is in this repository if you just scroll down in the commit history until you get to the end of last year. I will also answer your email when I get a chance.

Hi. I was using committee membership xml files where all the members are coded in their govtrack id numbers (the structure of these files is shown below for your reference). I have downloaded these files covering from the 109th to 114th Congresses, but I no longer find this type of data for the later Congresses. I guess this github owner is the one who created these files. Are you planning to create or have any of these committee membership xml files for the 115th and 116th Congresses by any chance?
These files will help me a lot! Please let me know whether these data are available. Thank you!
