Rep. Rudy Yakym sworn in after special election #852

Still missing a bioguide ID and birthdate.

I may be off-line for a lot of the next month so if there are other updates, I may not be able to get them started. I do plan to work on the 118th Congress updates with the help of the GovTrack team in mid/late December.

I also realized there was one Senate special election to handle: I added a commit to add a new term for Padilla who was elected to the seat that he was appointed to. https://ballotpedia.org/United_States_Senate_special_election_in_California,_2022

There was also a special election for Inhofe's seat but he hasn't resigned yet, I guess, so that's on ice until his planned resignation date on Jan 3. https://ballotpedia.org/United_States_Senate_special_election_in_Oklahoma,_2022

@JoshData sorry about this - accidentally merged and then reverted, but cleaned up eventually. Yakym & Padilla are now updated on main.
