Is there any interest in using govinfo's bulkdata zip files #270

I'm running the govinfo downloader and I'm noticing that it's making requests for individual files, even though for BillStatus and Bills, govinfo makes available a zip file that contains all of the individual xml files.

I run it about every six hours to get updates, so it's designed to be efficient for that use case.
