Thomas or beta.congress.gov? #3

Is this geared towards the existing Thomas version of the CR or the newer, beta.congress.gov version?

My understanding is neither - Capitol Words currently uses the bulk data available at FDSys' CREC collection. Our first step is to just make the existing parser more portable. @drinks may have more detail.
