This could probably be optimized more but I've tested it and it seems to work.

Related to #38 --- but this addresses a symptom, not the underlying cause. The unexpected behavior in #38 happens because of a problem in GovInfoDL, which is called in the file you patch. GovInfoDL is supposed to catch that it is being asked to download something that doesn't exist and return an error. I don't think I'll use this PR even though it works for you (and I really appreciate your contribution!) --- but I won't close it until I can offer up a better solution.
