Make a CONTRIBUTING.md file #7

The CONTRIBUTING file should mention that any contributors agree to license their contributions under the terms of our LICENSE (MIT), and that any contributions that affect the parser itself should include a test to be added to the test suite, verifying that the contribution works.

Github will add a prominent link to this file above any submitted PRs while people are creating them.

Just wanted to interject that the license is BSD3, not MIT, so when we refer to it that's how it should be mentioned. That's all!
