note, I'm not going to be able to test this yaml because our system currently is only set up to send messages to voting members.

@j-ro is this worth keeping open for future usage or should we close at this time? Maybe adding a tag for future feature ideas?

I think some apps that implement this standard do include non-voting members, but I'm not sure of the status of this yaml in particular. We do plan to support non-voting members at some point soonish. @Hainish @crdunwel do you know the status of this yaml?
