The challenge is to capture the double meaning here. It's not just the validity and integrity of the record, it's the ability to verify the publisher.
I literally think of a wax seal. But surely there's a better name for the reasons Waldo articulated.

I like incorporating "seal"—I think that's exactly the right imagery to invoke, and it'll make a logo easy to gin up. :)
Otherwise, I'm torn on the terminology. This was designed for the use case of laws, and including a term like "law" or "legal" is sensible. OTOH, I worry about slotting it into too narrow of a category, implying that its utility is narrower than it really is; perhaps "data" or a term like that ("bit," as Joel suggested) would be better. While "seal" is evocative, it's not (IMHO) sufficiently descriptive on its own. (As much as I like Joel's suggestion of sealed.io, which is a pretty sweet domain name.)
Wax may be a good metaphor to bring in as well. My advice: start an etherpad and list a ton of brainstormed names.

No problem! Only mentioned the pad since threaded messages just aren't as well organized for things like brainstorming since you have everyone's ideas / feedback broken up into a ton of tiny separated parts. That said, you don't get emails from an etherpad. As a fan of email, I CONFORM!

FWIW, this post about encryption metaphors has me thinking about the stamp/seal/engraving/imprint wording.
They have a good alternative narrative for PGP, to that end:
King George III set aside his quill, having completed secret orders to put down the rebellion. It was imperative that they remain secure, visible only to Generals Gage and Howe. The King opened a cabinet in the wall behind him, revealing hundreds of locks each labelled with the name of a British General. Selecting one with “Gage” engraved on the side, the King placed his orders for General Gage in an impregnable metal box and secured it shut with the lock. Since only General Gage possessed the corresponding key, the King knew that the orders were secure from prying eyes. After doing the same for General Howe, King George marked the boxes with his royal seal, whose imprint was known throughout the world. Anyone who received the message could now be sure it came from the King. Several weeks later, two metal boxes arrived on the King’s desk, one bearing the unforgeable imprint of General Gage’s seal and the other of General Howe’s. Both boxes were bound shut with locks engraved with “His Majesty King George III” on their sides. The King unlocked the boxes with his personal key, revealing two identical documents: “It is done.”
Really do think some phrase along those lines can help a) explain it — in the name — to a normal person, and b) make it memorable and trustable-sounding. Hashes and keys just don’t work. (See also.)
Seal, stamp, imprint, notary (but meh related connotations), blah... Something. Hm.
I'm looking to wrap this up. :) A wax seal is the right visual, for the reasons explained by @mtigas and @vzvenyach, and while I totally get @slifty's point about "seal" having other meanings (e.g., to close something off), I think that can be addressed with a logo that includes a wax seal and a motto/slogan that addresses that problem.
Let's narrow this down to "_____ Seal" and solve for X. Some candidates, based on others' ideas above:
(If it was just me, I'd go with "Data Seal" and call it a day.)

Well, since nobody has any strong feelings to the contrary, and @vzvenyach is using "Data Seal" already (he weighed in privately in favor of it), I guess we'll just go with it!
@vzvenyach has proposed "SEAL," but I can't remember what it stands for. I'm concerned that's too generic (basically un-googlable), and I'm thinking "Data SEAL" might be better.
