Trying out my first definition addition, does it look ok?

Looks basically okay. Two things before merging -

• The source is a Sunlight product, which doesn't have any explicit copyright information and thus is de facto copyright. This glossary is meant to contain completely copyright unencumbered material (which can include definitions sourced from US government agencies). I think that means I need to add a notice to the README, and a CONTRIBUTING file that spells out that by submitting content here, it releases that content into the public domain via CC0 where necessary. That's on me.
• The second sentence is a repeat of the first sentence. The longer definition is meant to be an addition to the shorter one, not a restatement. I think you should rewrite it a bit so that it flows more naturally without redundancy.

There, I took care of adding the necessary public domain language, and CONTRIBUTING file. However, you should probably quick check with someone at Sunlight that it's okay for you relinquish Sunlight's copyright on the material you're submitting.
