This actually didn't end up being as bad as I thought it would be.

Issues:

• More hardcoded report dates than I would like. It might be worth looking into using pdf metadata.
• The final method of finding a published date (just pulling a two digit year from the url and using Nov 1st of that) is suboptimal.

I'm pleasantly surprised at how small this scraper is, for the entropy of the FEC.

It looks like the titles have some cruft on the end:

  "title": "Controls of Procurement for Vendor Training Services\u00a0\u00a0\u00a0 -"

This would have been a good thing to think of before this, but how about adding an estimated_date field as True, for reports where the report's date is estimated somewhat arbitrarily like this? That way, clients who cared could treat estimate dates as less precise on display, even if they needed a reliable date field to sort on.
