Not a blocker, but this title has a magic quote in it, looks like:

I think the magic quote is just a result of #46.

For some reason, the FDIC scraper looks twice for this URL: http://www.fdicoig.gov/notice.pdf which is a 404. Not sure where it comes from, but not a dealbreaker -- it's been added to the safelist.

Fixed with e1f41ce2fbd3390ef83d4b6f137814841cfa8c8f (and 4b28eaf35a494d0619b59582643d75134ff9e630)
