Add TVA #106

Adds the OIG for the Tennessee Valley Authority.

It looks like there are a number of extraneous "double spaces" in both the summary and the title. Additionally, there a number of extraneous newline characters in the summary (\u00a0). It would be nice to do away with these.

Other than that and the nits in the code, this PR LGTM.

@audiodude somehow missed your comments on the thread -- the double spaces and extraneous newlines would be worth scrubbing out, I agree. Not a blocker, but def a nice to have.
