Add TVA

Adds the OIG for the Tennessee Valley Authority.

• Verify that the scraper is getting every possible and useful category of report.
  • Looks like it
• Verify that the scraper is using HTTPS, if it's available.
  • IG does not support HTTPS
• Run the scraper for its full archive but without downloading the reports, using --dry_run and --since.
  • Ran using dry_run and --since=1998.
• Review scraped metadata for a representative sample of years and report types to ensure sanity and quality.
  • Looking at report 2005-016C there are a couple of things I notice. I've pasted the full metadata here:

It looks like there are a number of extraneous "double spaces" in both the summary and the title. Additionally, there a number of extraneous newline characters in the summary (\u00a0). It would be nice to do away with these.

Other than that and the nits in the code, this PR LGTM.

@audiodude somehow missed your comments on the thread -- the double spaces and extraneous newlines would be worth scrubbing out, I agree. Not a blocker, but def a nice to have.
