--dry_run takes a lot longer now, so I'm not done testing back to 1998, but it looks pretty good. (I also added a --quick option, in tandem with --dry_run, to turn off the HEAD requests if desired.)

I renamed the slug from aid to usaid, as USAID is the most common abbreviation used in writing and orally to refer to the agency.

This is the only one I have time to review tonight, I'll get to the rest ASAP. Thanks for doing this, @spulec!

Don't feel any pressure to review the rest quickly. One of the really nice things about projects like this is that the pull requests are mostly independent and never really get stale. It also means that I don't get blocked and can keep working on more.
