Add National Credit Union Administration #120

A few things to note:

We are not scraping Material Loss Reviews, but they all appear under the audit reports section so we should be good.
Not currently scraping Performance and Strategic Plans. It looked like it would be a bit annoying and I couldn't remember if we cared much about these types of reports. If they would be useful, I can add code that just associates them with November 1 of the respective years.
Not currently scraping FOIA. There is only one report and I am confused about the url structure. It is easy enough to add this page and hope subsequent reports are added here, but I'm a bit skeptical.

I think it's all right to skip Performance and Strategic Plans if it's annoying, we have a mixed record on getting those so far, and I do think they are less important than audits and investigations. But in general, if we can get them easily enough, I think they're worth it.

That is one meager FOIA page, and it has 2012 in the URL, so I am also not eager to hope that the page is updated in its current form. But the report is substantive -- easy enough to add a one-off download call for it?
