Add International Trade Commission #134

Adds the OIG for the International Trade Commission.

Another one where getting the peer reviews would be nice. I think I'm not going to make these a blocker though, in part because they are "meta" to the OIG community, and don't represent the OIG's oversight role over their assigned agency/agencies. I'd like to make sure we note this on PRs and revisit later, though. (And if you want to update it to include them, that's quite welcome.)

This IG has no dates for any of their audit reports. :( The PDF metadata looked okay for the one report I checked, but it'd merit more investigation. This will have to do for now!
