Add Election Assistance Commission #137

Adds the OIG for the Election Assistance Commission.

So this one is interesting - I noticed that EAC has a FOIA Reading Room that is almost (entirely?) exclusively reports of the OIG. I'm not going to hold up the merge, but I know other OIGs have FOIA reading rooms (or their agencies have ones that include OIG documents, and this is worth prioritizing at some point. And if it's easy enough to grab, it'd be welcome to add it (and to add a foia flag that indicates its origin).
