Add House IG scraper. #146

Adds the OIG for the House of Representatives.

We have a (recently adopted) policy of marking estimated dates with an estimated_date flag as true, which I did in https://github.com/unitedstates/inspectors-general/commit/dfe98990c456d80a3d1042f0a60038879601ae5f.

And with that, it works great! Thanks @parkr!
