Add check for published_on in exim.py #172

If you don't get into the if temp: block, published_on is not set, which leads to an error.

Tested and works great for me! Thanks for the fix, @handlers. I've given you commit access - PRs preferred for anything non-trivial, but you can do it from a branch instead of a fork.
