HHS press releases #190

HHS's quarterly report came out, and they also put out a press release about it with a summary and talking points: http://oig.hhs.gov/newsroom/news-releases/2014/sar14fall.asp

The scraper is choking on the press release. I can easily fix it, but wanted to check in with folks with institutional knowledge about whether we want to be pulling press releases. This is the only press release the hhs scraper found. If not, I'll add it to the blacklist instead.

Thanks for flagging this. If it's easy to parse, and easy to detect that it's a press_release and mark that as the report_type, I'm in favor. Otherwise, I could go either way.
