LOC IG now uses HTTPS #230

We can update our URLs in the loc scraper to use it.

Edit: https://www.loc.gov/ works, and appears to show the same content as http://www.loc.gov/. There is no TLS equivalent to the http://lcweb2.loc.gov/ subdomain, which holds some older reports. No need to change anything there.
