[gpo] Allow longer report IDs #238

The GPO OIG just added several unpublished reports that all started with Information Security: Penetration Testing of GPO's, so the report IDs all ended up being the same. Doubling the allowed length will fix the issue.

Nice get - it's too bad these aren't published. They look like interesting reports.
