Add a history section to the bottom of the document #10

Adds to the bottom:

History

August 19, 2013. First published.

December 12, 2013. Rewrote the introduction. Removed “However”s in the suggested language.
Added sections on determining IP status, that data is not copyrightable as such, and that this
applies to software as well as data. Corrected typos. Added OKFN (removed the asterisk), EFF,
and PK.

As in #9, using the date that we plan to first publicize the update.

Awesome - want to just update the PR to add the History item to the nav on the left? I'm actually not using an automatic Markdown TOC generator (since I don't want to track the hierarchy of h2/h3 tags exactly) - it's updated by hand.

I re-did the commit with the nav bar addition and committed it directly to gh-pages in ab2cff8ad3a170e01d978f4cc022d2eef48e0fb1. Closing this issue.
