Language for Contracting

Following the Data Licensing Jam at GSA, Colleen Chien wrote:

Several individuals at the Licensing Jam identified topics including model language for both RFPs and contracts that can be used to require government contractors, a federal acquisition repository, and assisting recipients to provide open data and address issues such as the meaning of "machine readable."

I'm opening this thread so that we can try to answer some of those questions, e.g.:

• How does the FAR relate to open data? (e.g. FAR 27.404-3(a)(4))
• What specific contract language should be used?
