Expand to cover recommendations for code? #38

The current site is focused around data, but it seems like it could be applicable to source code with only minor modification.

Since this was a coalition document, changing it substantively would require getting everyone's approval again.

I think it's safe to say that the language advice pertains to any government work, without taking a normative position on gov open source in particular.
