A small web page for this organization, and its projects #15

I'm going to start soon on making a page for unitedstates.github.com, and unitedstates.github.com/congress, etc. I'd like to make it clear what this is, who works on it, and what the key projects are (and what they have to offer).

Not interested in heavily branding it, but I'd like it to be more quickly understandable to a broader audience. I also think that "The unitedstates Project" might be a better way to refer to it than "github.com/unitedstates", since it could and would survive in a Github-less world.

Separately, I think I'm going to take sunlightlabs/us-sync, move it in here, and expand it to do a few things - data validation, automatic update and publication of bulk data output in multiple formats, and anything else for which a post-push hook is helpful. This will enable us to more easily commit to offering downloadable CSVs of member information, zip files of bill and amendment info, etc. - and that's a big part of what I'll feature with this web page.

Ideas and help are super welcome for this! I'm planning to do something flat and minimal (my blog is a good example of my aesthetic), but it doesn't have to be a one man show. :)
